THE COMPLIANCE ASSESSMENT REVIEW PROGRAM "Sophisticated statistical analysis of an importer's compliance rate coupled with detailed recommendations for enhancing compliance." Global’s Compliance Assessment Review ("CAR") Program helps companies avoid penalties and establish procedures that are required by, and acceptable to, U.S. Customs. Most importers over the next few years will go through new compliance assessment audits developed by U.S. Customs. Using the new Focused Assessment Program, Customs will audit a company’s procedures and records to evaluate whether the company’s internal practices comply with Customs Regulations. Companies that fail to pass Customs review face significant costs. First, low compliance rates will result in a substantial increase in inspections of that company’s imports. Second, Customs will also identify instances where duties have been underpaid and will assess appropriate penalties for duty underpayments. Finally, Customs will force companies to implement compliance improvement plans. Completing these improvement plans will involve further audits and additional resources of the company. Customs encourages companies to perform their own pre-audits prior to the formal customs audit to identify and disclose possible underpayments, thereby avoiding the imposition of hefty penalties. Global's CAR Program is a comprehensive compliance assessment modeled after Customs own procedures. Like Customs, Global's team of trade professionals will review appropriate records, statistically evaluate your company's compliance rate for the key areas tested by Customs and identify areas of possible duty underpayments. In its report, Global will provide detailed recommendations specifying how your company can enhance its compliance. The time to address compliance is before, not after, a Customs audit. Global's CAR Program is the most cost-effective way to approach company-wide Customs compliance.
